The biggest cost driver is never the choice of framework — it is unclear scope. Every ambiguity in the specification turns into padding somewhere in the quote. A team that has no visibility into the exceptions and edge cases has to assume the more expensive option. Putting two weeks into a proper discovery can cut the final cost far more than any rate negotiation.
Connections to other systems remain the next major multiplier. A form that saves data is low risk; the same feature talking to a payment provider and a CRM is another matter entirely. The unknown lives in the other system: poor documentation, slow approval cycles, data that does not match your model. Ask any vendor to list every external system, as this is where estimates break.
The requirements nobody writes down quietly rewrite the estimate. A tool used by a handful of staff has almost nothing in common with the same feature set handling public traffic. Audit and compliance requirements, uptime targets, performance under load, audit logging and multi-language support each add measurable effort. State them early or expect them priced as extras.
The mix of people behind the number matters. A day rate reveals very little on its own: one senior difference between laravel and symfony developer at a higher rate is often less expensive in the end than a pair of junior developers who need constant review.
